SWPPP Checklist for Construction Sites

Butler Soil and Water Conservation District, Butler SWCD, has completed the changes to the Soil and Water Management Standards. These changes are to go into effect on April 12th, 2007. They are necessary to bring Butler County’s erosion and sedimentation control standards up-to-date with the federal and state requirements for the NPDES Construction General Permit as well as to protect our natural resources during all phases of development. Some of the major changes are a fee schedule for both developments of subdivisions and individual lots, plan review and inspection of individual lots; in addition to the existing plan review and inspection of large development construction sites, and an application process for both. The Butler County Commissioners have adopted a fee schedule for both residential and commercial lands disturbing more than one acre of ground. Those plans being submitted into the county subdivision process will adhere to the following amounts: Residential Subdivision $75/ disturbed acre (Min=$1000.00 Max=$5,000.00) Commercial Subdivision $100/ disturbed acre (Min=$2000.00 Max=$10,000.00) A completed application and payment of fee should be submitted along with the Storm Water Management Plans, SWP3 which oftentimes is included in the construction drawings, to the Butler County Planning Department. A copy of the application can be found here. The disturbed acre amount may be calculated one time based of the preliminary plat approved for development if the developer so chooses. Another major change that has evolved from these standards is erosion and sediment control, ESC, per individual lot plan review and inspection process will now take place. This procedure applies to all projects disturbing more than one acre of ground or a lot that is apart of a larger plan of development, i.e. a subdivision. When a building permit is applied for through the Butler County Building and Zoning office, one of the four copies of the plot plan must have ESC practices designed to keep sediment from entering into any nearby streams, catch basins or onto the roads. A plot plan example can be seen below. There will be a fee associated with this plan review and inspection process. A residential lot will be $30 per lot while a commercial lot will be $100 per lot. A completed application along with the payment of the fee and the above mentioned plot plan should be turned into the Building and Zoning office when the building permit is applied for.
